What to build

The full compatibility matrix, green: the same two artifacts install dormant on every target — Debian 12, Ubuntu 22.04, Ubuntu 24.04, Fedora 40 — verifying the one-deb-serves-three-pools decision and the Python 3.10 floor on the oldest supported interpreter.

Acceptance criteria

The harness runs the dormant-install assertion set on all four matrix targets: Debian 12, Ubuntu 22.04, Ubuntu 24.04, Fedora 40
The same deb artifact (no rebuild) installs dormant on all three deb targets, validating publication to three codename pools from one build
The Python 3.10 floor is exercised on Ubuntu 22.04 (oldest supported interpreter); installation fails cleanly and visibly below the floor
The whole matrix runs from the standard local test entry point with no network or registry access
