Implement Fenris TUI polish and hourly history

What to build

Headline and scenario rates describe exact evidence-supported monitored spans, and users see specific unavailable-rate facts rather than fabricated or diluted numbers. Covers exact-span and eligibility portions of TPH-7 and related TPH-4 reason lines.

Implement the approved companion contract and applicable TPH acceptance amendments linked from the parent. Preserve the frozen redesign, lifecycle/security boundaries, existing evidence thresholds and mathematics except explicit approved accounting amendments. Reuse existing seams; any necessary prefactoring precedes behavior changes within this slice. No release, deployment, or parent-issue changes.

Acceptance criteria

  • Anchor scenario windows at latest published usage-evidence endpoint T with exact trailing 7/28/90×86400-second starts. Default regime retains 90-day cap; detected regime begins at first divergence UTC midnight. Reader refresh alone never moves T or dilutes rates.
  • Count compatible fully-contained interval totals once with eligible controller/period provenance; never add derived summaries again. Zero monotonic delta proves zero over its represented subspan, while positive boundary-crossing shares remain unallocated.
  • Keep unknown/powered-off monitored time in denominators and exclude deliberate pauses. Withhold affected rates for missing initial/resume/reset support, ambiguous boundary shares or legacy eligibility; never shorten windows or silently omit possible bytes to produce a number.
  • Preserve independently computable horizons while showing specific reasons for affected ones; unknown is distinct from measured zero. A missing headline numerator suppresses lifespan in both TUI and CLI. Old-enough but unresolved horizons must not silently disappear from confidence prerequisites.
  • Use cumulative endurance consumption in the unchanged lifespan formula, not regime writes. Keep baseline tiers, numerical thresholds, existing re-warm gates and no-finite-projection wording; do not relax confidence while later qualification refinement is pending.
  • Same-identity reset retains eligible prior habit evidence subject to new-segment re-warm; replacement including blank-key transitions quarantines prior identity from every horizon, including when a key later returns. Legacy summaries supply only fully-contained known-eligibility spans.
  • Verify public projection results and TUI/CLI reasons for UTC-midnight 100 MB, three-day 900 MB recovery, cut 7-day versus complete 28-day window, zero boundary delta, noon endpoint, pause crossing, reset/replacement, mixed legacy eligibility and unchanged rates across reader refreshes.
