Question

Define FR-090 per-app mode-rule semantics across TOML, D-Bus, CLI, and GTK. Decide canonical application identity matcher, rule schema, duplicate and precedence behavior, launch/exit restoration, persistence of manual overrides, and validation/error reporting. Result must provide the strict app_rules collection reserved by the TOML boundary.
