Deepen observation-history publication, local-day evidence, and activity selection.

What to build

Keep pending publication bounded without discarding already measured evidence. In each normal collection run, attempt recovery and check the 6,720-observation admission limit before interrogating the drive; if still full, do not acquire another observation, fail visibly, and try recovery again on the next scheduled run. The resulting gap is not a deliberate disable or made-up activity.

Acceptance criteria

  • At 6,720 pending observations, recovery is attempted first; if it cannot free admission, acquisition is not invoked and the collection reports an explicit unsuccessful outcome through ordinary operator-visible paths.
  • All previously retained pending evidence survives the full queue and restart; age alone does not delete it and a missed run does not fabricate bytes or alter monitoring intent.
  • If recovery drains sufficient work before the capacity check, acquisition resumes and publishes in order without bypassing older evidence.
  • Check the normal collection entry path, including the pre-acquisition position, with temporary observation stores and controlled acquisition spies; keep existing native service cadence and retry behavior unchanged.
