Odin v1: terminal benchmark and health suite specification

What to build

A user can list, inspect, annotate, and compare local runs without changing original measurements.

Acceptance criteria

List/filter runs, inspect full measurements, coverage, health evidence, provenance, partial outcomes, and storage use; retain records until explicit confirmed deletion.
Keep user notes separate from immutable original evidence and scores; recover or flag interrupted saves without damaging committed history.
Compare only matching scoring/protocol/calibration and execution identities; otherwise show values side by side with precise incompatibility reasons and no combined change.
The terminal and plain-output paths expose the same facts.
